China is an agricultural country where water resource is quite limited. In order to use the water-saving irrigation, we must apply the principle of suitable water deficit for crops. This paper deals with the methods for determination of suitable values of CWSI (crop water stress index). It's the base of control of water-saving irrigation, according to the thirst signals of the green plants. Non-full irrigation or limited irrigation and regulated deficit irrigation (RDI) were the water-saving technique for controlling the growth of green plants in different period by means of proper water deficit, to obtain the water-saving, increasing year's yield and high water-use efficiency. It had been proved by field experiment both in foreign and our countries. The main difficulty was that how to obtain the suitable level of water deficit, i. e. how to determine the suitable value of CWSI for different green plants in different period of growth. It might be benifit for the growth of green plants, not only to increase the quality of products and year's yield, but also to reduce the water amount and increase the water-use efficiency.
