Who should be funding intelligent transportation systems (ITS)?

Solutions are being sought for the problem of overcrowding on the Nation's highway systems. Intelligent Transport Systems (ITS) is being considered as a solution to this problem. Research and development of ITS started in the 1990s and is now reaching the deployment stage. The Federal government has been heavily involved in researching these technologies, but is now considering its involvement in the deployment of ITS.
