INCIDENT REPORTING: PROBLEMS, BENEFITS AND POSSIBLE EUROPEAN APPROACH

摘要

In this paper a concept for a Maritime Incident Reporting System is discussed. Incident reporting sytems are considered as valuable tools for obtaining data on human behaviour in complex systems; this data can be used as basis to draw conclusions on mechanisms leading to accidents. This paper emphasizes the potential of Incident Reporting for navigational safety. A functional model of an Incident Reporting System as well as operational principles are suggested. A proposal for a possible organisational structure is made, basing on the idea of a 'European network'.
