Investigation of the degree of influence and the relevancy of the factors and sub-factors influencing the project management, financed by European funds under the conditions of the state universities

The aim of the study is to evaluate and analyze the degree of influence and interrelation of the factors and sub factors influencing project management processes financed through European funds under the conditions of the State Universities (SU). In the paper was worked out a "Methodology for preliminary monitoring and evaluation of the project capacity of a SU" for the implementation of projects funded through EU funds. The developed methodology adds to the known ones (up to three elements) an additional element, taking into account the likelihood of emergencies in the project implementation. This also includes an element of risk assessment of the economic and legal environment when evaluating project proposals. It is possible to make informed and reasonable management decisions, taking into account, on the one hand, the current capabilities of SU's, on the other, to minimize the risk of irregularities.
