PRA as defined by the ISA serve two objectives: environmental impactassessment and environmental management. The former began with theIUCNNR resolution in 1979, and was adopted into the Mining Codeand the Environmental Guidelines prepared by the ISA. The latter wasinitiated by recommendations of NRC in 1984 and forms the basis ofISA's environmental management plan for the CCZ. However in bothcases, as the ISA points out, poor understanding of definitions orfunctions is shared among the parties involved. Therefore, this studyfocuses on the historical aspect to find out the cause of poor sharedunderstanding.
