The existence of minorities in Albania is already a current reality and part of cultural heritage. Romaminority is a linguistic minority located mainly in urban areas. Studies today show that the growth rateof the Roma population in Albania is 3% higher compared to other countries in the region. AlbanianGovernment, within the OKB, to guarantee fundamental rights and freedoms of minorities, has ratifiedthe most important instruments, in order to provide not only the recognition and protection of minorityrights, but also to provide concrete measures to inclusion and integration into public life.The aim of this study is to show that the education of the Roman community is a factor that shows thedevelopment and sustainability of the country in the context of EU integration but above all to highlightthe necessity of education of this community. Low levels of education of the Roma minority incomparison to the rest of society leads to poverty and socio-economic burden for the country in thefuture.The focus of this study will be analyzing factors that indicate a low level of education of this communityas living in conditions of extreme poverty, migration, lack of having identity documents and loweducational level of parents. Given that the level of the educational process illiteracy of the Romanminority still remains high the Albanian government has developed in collaboration with theProgramme for United Nations Development (UNDP) the "National Strategy for improving the livingconditions of the Roma minority" with the intention to integrate the Roma community and to ensureprogress regarding their education. The document was ambitious and aimed improving the quality ofthe teaching process.This study has concluded in a number recommendations directed to public administration bodies, bothlocally and centrally, such as a wider inclusion of members from the Roma minority into vocationaltraining and employment programs;;facilitation of enrolment and school attendance for Roma minoritychildren as well as development of actions which would permit a better access to education for thesechildren etc.
