COMMUNITY ENHANCEMENT PROGRAM THROUGH CREATIVE BASED ECONOMIC DEVELOPMENT IN AUCTION LOWLAND, LEBAK LEBUNG TO SUPPORT PIPELINE SECURITY IN RIMAU BLOCK

Auction lowland also known as Lebak Lebung impacts on the PT Medco E&P Indonesia West Asset - Rimau Block operational activities. The company's pipeline that crosses Lebak Lebung sometimes becomes the target of vandalism in order to obtain compensation from oil spills. Meanwhile, the Lebak Lebung auction has become a tradition and part of the culture of the local people where the company has its operations such as in the village of Petaling in Lais Sub-district South Sumatra Province. The auction is one of the main sources of revenue for the village and the area is dominated by the auction winners. However, the auction process sometimes creates problems for example when the profit from the Lebak Lebung fishing activity does not cover the auction expansion. Damaging the pipeline in order to claim financial compensation is one method used to increase profit from Lebak Lebung. In order to mitigate this problem the company has done several ways. Firstly the company is conducting a Lebak Lebung potential study to find out whether the Lebak Lebung Auction gives benefit to the community or not and to set an appropriate baseline for a community development program. Secondly is the preparation of a fishery aquaculture program involving the key stakeholders such as local government and KarangTaruna (youth community) implemented in three phases which are: (1) Institutional, (2) Management, (3) Assistance. This mitigation strategy aims not only to safeguard the pipeline but also to allow the community to raise legal actions to stop the annual auction thus giving economic benefits to the community who can utilize the lowland under public ownership.
