A REVIEW OF INTERNATIONAL ITS PROCUREMENT METHODS AND RECOMMENDATIONS TO AUSTRALIAN ROAD AGENCIES

Australia and New Zealand road agencies have been investigating world best practice regarding ITS procurement and contract management. The complexities and uncertainties of ITS project, often coupled with a lack of dedicated expert resources within road agencies, can make the procurement of ITS solutions very challenging. It also requires different procurement models compared to traditional civil engineering projects to ensure best value for money invested. Austroads project NT1802: Procurement of ITS (International Practice) aimed to review and identify world best practice and lessons learned of ITS procurement. NT1802 is funded and managed by Austroads and conducted by ARRB group. This paper presents key findings from Austroads NT1802. A total of 14 ITS procurement case studies are selected from six countries including the US, UK, Netherlands, Japan, Singapore and Hong Kong and cover a wide range of scale, budget, risk, complexity levels and agency resource levels of ITS projects. Different procurement methods for these ITS solutions are identified and their benefits, risks and risk management proposals and suitability to Australian context are also discussed in details.. Based on the lessons learned from international case studies and domestic practice, recommendations on how to improve current ITS procurement practices in Australia and New Zealand are made such as development of an ITS master plan, development of nationally consistent standards and approaches, and establishment of a collaborative relationship between the procurement agency and the suppliers.
