According to the status and characteristics of chemical industry park planning and fire safety management in China, the dynamic fire risk analysis method is put forward by the dynamic hazard identification and consequences of fire disaster evolution analysis. And the layer of protection analysis method for chemical industry park is established to evaluate its fire safety management. Based on the fire risk analysis and safety layer of protection analysis, it is proposed to build a multi-level protection, regional cooperation fire safety management model and emergency fire safety management system for chemical industrial park in the paper. That is, during the whole process of the park industrial positioning, planning and construction, enterprises settled and running in the park, the concept of fire safety planning, design and construction management will be carried out throughout the process of chemical industrial park management. From park planning to enterprises running management, the implementation of fire safety management based on dynamic risk monitoring on the whole process is help to improve the large industrial park overall fire prevention and management level..
