In this paper,the authors first would introduce the relationship between Process Safety Culture and RBPS Core Value.Then the authors would rationalize Process Safety Culture’s Chronic Malnutrition and its 28 Congenital Infra (Strategic) Cultural Activities.At end,the authors would characterize CCPS 4th Pillar (Learn from Experience) as Chemical Engineering (RBPS) Espionage/Diagnosis/Knowledge in light of reflections both of RBPS Architecture & Ethical Dimension and of Epistemology of Engineering Knowledge so that the potentials of CCPS 4th Pillar (Learn from Experience) and its 4 Elements could be fully unlocked.
