This paper discusses the use of multilevel remote sensing data to investigate the technical feasibility of constructing a hydroelectric power plant in a river channel located in Kalinga, province of the Philippines. The proposed site presented several problems such as: resistance to big engineering projects from indigenous tribes, mountainous and rugged terrain, and limited accessibility. Various levels of remote sensing data were combined with limited geo-tagged ground survey photographs and integrated using a Geographic Information System (GIS). A geotopographic model was generated as an application to show the cross-sections, elevation profile, and geo-tagged photos. A Pleiades orthophoto with 30 m accuracy combined with an Advanced Land Observing Satellite (ALOS) High Resolution Orthophoto and Digital Elevation Model (DEM) with approximately 5 m accuracy were used to represent the relief of the terrain along and across the river. The application was used by the technical experts as a tool to assess possible options and optimal locations of various hydroelectric power plant infrastructure components. The results assisted the technical experts in deciding whether or not to proceed with the project and move on to a more detailed feasibility study.
