Beneficial Reuse Developments in Ohio 2013: Historical Perspective. In January 2011, OCMA began meeting with Ohio EPA to develop a new rule governing the beneficial reuse of spent foundry sand. Initial discussions targeted a rule that would be self-implementing, inexpensive, with minimal paperwork. A key element of the discussion was the ARS/USDA research and risk analysis that had concluded that foundry sands from iron, steel, and aluminum foundries were generally cleaner than native soils.
