Concatenation of Terrestrial Reference Standard Sites for Systematic Post-Launch Calibration Monitoring of Multiple Space-Based Imaging Sensors

The CEOS Quality Assurance Framework for Earth Observation (QA4EO) depends critically on vicarious calibration orcross-calibration to verify the post-launch radiometric calibration performance of satellite optical sensors. Referencestandard test sites constitute the only practical means of accomplishing this on a systematic basis. Members of theCEOS WGCV IVOS are working with collaborators around the world to establish a core set of CEOS-endorsed,globally-distributed, reference standard test sites, as well as to establish optimum methodologies for theircharacterisation and use. This paper proposes a pilot project that would involve the concatenation of as many of theCEOS-endorsed core reference standard test sites as possible during a given time period to generate updates for as manysatellite optical sensors as possible. The authors of this paper propose to serve as coordinators and recommend that keyspecialists, whose identities will be hidden, will carry out the calibration processing, analysis, and comparisons.
