Overview and the United Nations Regulations on Lighting and Light Signalling

The World Forum for Harmonization of Vehicle Regulations (WP.29)-formerly Working Party No.29,works within the framework of the United Nations Economic Commission for Europe (UNECE)Inland Transport Committee (ITC).WP.29 presently oversees six Working Parties developing regulations regarding design,construction and maintenance of motor vehicles,their trailers and components.The work of WP.29 is governed by three international agreements.For all three agreements, development of regulatory provisions related to vehicles' lighting and light signalling rests in the hands of the Working Party on Lighting and Light-Signalling (GRE). Any member country of the United Nations and any accredited non-governmental organization (NGO) may attend meetings of GRE.Under the 1958 Agreement there are presently 41 UN Regulations addressing lighting and light signalling. Any GRE expert attending the session may submit proposals for new UN egulations or for amendments to the existing ones. The process and challenges regarding development of UN Regulations wiri be explained.Under the 1998 (Global) Agreement there are presently no Global Technical Regulations (UN GTR) on the subject of lighting and light signalling.In contrast to procedure governing 1958 Agreement, under the 1998 (Global) Agreement only Contracting Parties to the Agreement may submit proposals for new UN GTR or for amendments to the existing ones. The process and challenges regarding development of UN GTR will be explained.A quick comparison of 1958 and 1998 (Global) Agreements will be presented together with general comparison of implementation of the regulations through Self Certification and Type Approval systems.In the conclusion, the vision of the direction for the future work of GRE will be presented.
