How do published standards / regulations for alarm and control room management impact the gas processing, storage, and transportation industry?

Alarm and control room management guidelines and standards for the process industries have received a lot of attention over the past ten (10) years. The primary guidelines and standards documents include: 1 EEMUA 191 – Alarms Systems: A Guide to design, management and procurement (1990) 2 ISA 18.2 – Management of Alarm Systems in the Process Industry (2009) 3 PHMSA (CFR 192.631, CFR 195,446) – Control room management for gas and hazardous liquids 4 API 1167 – Pipeline SCADA Alarm Management (2010) The EEMUA 191 and ISA 18.2 standards were written to improve alarm management and each document has been adopted by companies across North America. The documents used together cover all aspects of an alarm management system and will be discussed in this paper. Fundamentally, the principles of alarm management are the same for operators with control rooms or SCADA systems. This paper examines how alarm management best practices apply to the gas processing, storage, and transportation industry and specifically what steps are required by gas processing operators to implement an alarm management solution to comply with industry regulations.
