MANAGEMENT AND ECONOMIC CRISIS OF SUGAR INDUSTRY IN U.P.

The average recovery percentage of sugar from sugarcane in U.P. is 9.19 per cent in the sugar year 2012-13. The highest recovery was achieved by Bindki sugar mill in Bijnore (10.31%) and lowest being Rasra sugar mill (Cooperative sugar mill) in Balia district (2.90%). Number of sugar mills which operated is 121 against last year they were 124 in the state. Only three factories of Bijnore district have bagged recovery more than 10 per cent and 63 have bagged more than 9 per cent. 35 sugar mills have bagged between 8 to 9 per cent. Whereas 20 sugar factories have bagged even below 8 per cent sugar recovery in this year. A very long standing demand of sugar mills association of India (ISMA) for deregulating the sugar sector like other agricultural commodities, has been accepted by government of India and is fully operative in 2013-14. Thus, it has started a transition phase for shifting it from partial decontrol of sugar to total decontrol of sugar. The monthly release quota mechanism has also been waived of. So that the millers may take advantage of not only national but also the global market prices of sugar, to sell at liberty for maximization of their profits. Let us examine its implications briefly under the present Regulatory Sugarcane ACT, RULES and PURCHASE ORDER prevailing in the state.
