A new technique was developed for the measurement of water vapor transmission rate (WVTR) for ultra-barriers using Cavity Ringdown Spectroscopy (CRDS). This new technique was shown to be capable of exceeding the performance of the best available commercial instruments, and to provide better repeatability than the Calcium method. WVTR measurements are presented using the Cavity Ringdown Spectroscopy technique and results confirm the performance of the CRDS-permeation technique down to 10~(-5) g/(m~2-day). Further reduction in detection limit down to 10~(-6) g/(m~2-day) is possible. A multi-cell permeation test apparatus was constructed for high-throughput testing of multiple samples. This new WVTR measurement technique will support the development of barrier films for photovoltaic systems, organic light emitting diodes (OLED) and other applications.
