A dynamical model of car traffic flow is established based on the interactional mechanization of vehicles and the basic hypothesis of social force model in order to reveal variety of capacity on road segment due to overtaking abusively. In the dynamical model vehicles are affected by the inner and outer forces, and the inner forces derive from the drivers' desire of driving with the best velocity while the outer forces derive from the affection of the other vehicles and the borders of road segment. All kinds of phenomenon of traffic flow, such as relationship between road capacity and flow density, phenomenon of go-and-stop traffic flow, can be recurred very well by the extended model. The actual capacity of road segment is investigated under overtaking permitting and forbidding cases. Results of simulation shows that the actual capacity of road segment is improved by drivers' overtaking when road traffic density is low, and that decreases due to overtaking abusively while road traffic density is high, which shows abstemiously driving action of overtaking in some congestion area of urban city should be encouraged by the law of road regulation.
