Wherever there are environmental criticalities, an inventory of the types of pollutants and their related sources, including their location and concentrations, is mandatory. Very detailed and precise inventories can be highly resource-intensive, time-consuming and involve sophisticated monitoring and data-processing systems; moreover, the budgetary and personnel requirements for such programs are often beyond the scope of many agencies.
