Eco-industrial development has become both a new idea and effective practice of promoting green development of industrial sector, specifically at the level of industrial park. Against this backdrop, many countries strive to explore the strategy of eco-industrial park development. China has a 35-year history of industrial park development and has homed more than 1,500 industrial parks, which greatly promote local economic development. During 2006-2010, more than 50% industrial output value in coastal area of the East China was produced by industrial parks. However, such large numbers of industrial parks also pose a heavy burden on resource consumption and environmental pollution. The Chinese government initiated a national demonstration eco-industrial park program in 2001 to address increasing energy and environment concerns due to rapid industrial growth.
