CREATING A COMPETITIVE ETHOS IN THE PUBLIC SECTOR: THE ROLE OF LEADERS

Leadership has for some time been identified as a key determinant of the success of organisations. Research suggests that creating the appropriate climate within a team can account for approximately 30percent of the variation in its performance and that the leader has a critical influence on this climate. About 70percent of organisational climate is influenced by the styles a leader deploys. However, there is little research evidence about what makes good leaders and effective leadership. The aim of the authors' research study is to find such evidence. The demands experienced in the public sector brought about by radical reforms driven at a national level and unprecedented customer expectations for more responsive services place continuing pressure on public sector leaders. The authors explore the impact of this change on the role of leaders and leadership cultures in the public sector as well as examining the competitive pressures on industries operating in the private sector to see what can be learned about leadership in successful organisations.
