Sale of the Century: Determining the Value and Price of 80,000 AFY of Reclaimed Water for Lease to the Largest Nuclear Power Plant in the United States

The 91~(st) Avenue WWTP in Phoenix, AZ is a 180 MGD sewage treatment plant operated by the City of Phoenix on behalf of the Sub-Regional Operating Group (SROG), which is made up of the cities of Phoenix, Mesa, Tempe, Glendale, and Peoria. Since 1973, SROG had a lease with the Arizona Nuclear Power Project (ANPP, operated by the Arizona Public Service on behalf of the ANPP partners) for up to 105,000 AFY (94 MGD) of effluent from the WWTP for use by the Palo Verde Nuclear Power Plant (PVNPP) for cooling supply water. The PVNPP is 30 miles west of Phoenix, and is the largest nuclear power generating facility in the United States. Relicensing of the PVNPP for continued operation required a determination of adequate and reliable water supply for a period that requires renegotiation of the water lease.
