Although there is rich rainfall in Taiwan, about 2,500mm precipitation per year, reservoirs in Taiwan have faced issues of high turbidity more frequently due to short and steep river terrain, uneven time-and-space distributed precipitation, global extreme weather, and the increased frequency of heavy rainfall and storms (typhoons). As a result, drought and water shortage have become more obvious in Taiwan. The water consumption in Taiwan 18 billion cubic meters in average,which is equal to 4,500 cubic meters per person. Taiwan has been ranked 18th as countries with least resources per capita.
