Cultivation of the Software Industry Cluster Based on Complex Scientific Management

Software industry has become an important strategic industry in the era of knowledge economy It is suitable for software industry to take the road of cluster development．Complex scientific management gives us a new perspective for cultivating software industry cluster and gain the competitive advantage．This paper aims to propose a system model of the software industry cluster cultivation based on the new resource outlook of complex scientific management．Finally some suggestions are presented．
