A Model Study on Capacity Disruption Management for an Injured Operation System

Critical operational capacities of complicated systems (e.g, router of communication system, transformer of power grid) might be seriously injured by some unexpected events, such as earthquake, fire and hurricane. Short-period capacity-trading from capacity-sharing partners could mitigate system's disruption greatly according to the practice of China Telecom Corporation (CTC) in 2006, and two kinds of procurement that are regular and expedite capacity trades have been witnessed during the recovery process. A multi-period mathematical model is proposed for the aim of minimizing the total disruption cost, in which capacity supports acquired from different partners are confined, and a risk attitude factor is introduced to depict the behavior of decision maker. Sensitivity analysis towards some key parameters is presented by genetic algorithm (GA), and 3 interesting managerial insights are obtained.
