THE SYSTEM CONVEYANCE AND OPERATIONS PROGRAM (SCOP)BOULDER ISLANDS OUTFALL PROJECT: PHYSICAL ANDNUMERICAL MODELING AS DESIGN TOOLS

The primary goal of the overall SCOP (pronounced "scope") project is to protect the water quality of Lake Mead and the Colorado River downstream of Hoover Dam. Clark County, Nevada is growing rapidly. Population has risen to over 2-Millon in 2008 and is expected to reach 3-Million before 2050. This growth, combined with falling levels of Lake Mead, has the potential to create significant environmental challenges in the Las Vegas Bay of Lake Mead and one of its tributaries, the Las Vegas Wash (Wash). The Wash is the primary stormwater drainageway for the Las Vegas Valley and presently also receives the discharges of highly treated effluent from the City of North Las Vegas, City of Las Vegas, Clark County Water Reclamation District, and the City of Henderson. These Agencies employ some of the highest levels of wastewater treatment anywhere in the World. However, even these levels of treatment may not be fully adequate to assure future environmental compliance if Lake Mead levels continue to fall. The Agencies listed above have recognized this challenge and have formed an umbrella organization, the Clean Water Coalition (CWC), to develop integrated regional solutions to address current and future water quality concerns throughout the Las Vegas Valley.
