The Port of Seattle (Port) owns and operates the Seattle-Tacoma (SeaTac) International Airport and is currently overseeing the construction of a 1.2 billion dollar project for the expansion of a third runway. Capacity issues forced the Port and the Federal Aviation Administration (FAA) to evaluate options to relieve airport traffic specifically related to poor weather landing conditions (low clouds) which, according to the Port, occur about 44% of the time.
