I wish to thank the WFS for their invitation to participate on the Permanent Monitoring Panel to address the critical issue of Information Security. I was asked to discuss the matter of "containment of cyber warfare" which is a sensitive topic since we have seen numerous events over the past five years that appear to be associated with military operations. The bottom line up front is that it is very difficult to determine the attribution of a cyber attack in the global borderless digital net that provides internet services to government, commercial and to the public to include criminals and terrorist alike. Before I discuss containment and deterrence for cyberspace warfare, I would like to share some examples of cyber attack events that are taking place in the wild jungles of the global cyber space.
