Performance-Based Earned Value~? concepts have been applied to the development of a systems engineering metrics architecture to measure systems engineering effectiveness. Metrics for desirable program outcomes of cost, schedule, and technical quality are identified and also decomposed into their contributors. Focusing on SE work products provides a basis for ensuring that the closed-loop operation of the SE management function provides measurements of the work products, not just the processes. Specific examples of requirements quality and compliance metrics and data are provided.
