Airport management in multiple airports region needs to consider both airline's strategy and air passenger's demand carefully. Air Passenger traffic in a multiple airports region is affected by air fare, flight frequency, access transport condition and so on. Airlines compete with other airlines and rail transport in relatively short haul market. Airport policies, such as regulation (deregulation) and pricing (discount), also affect to the market situation. We aim to develop a model to support the assessment of the influence by policy alternatives. This paper proposes a layered model to describe multiple airports market with detailed zoning. The first layer model is a simple Cournot equilibrium model which determines the volume of air transport market and airline's market share. The second layer model is an optimal flight assignment model with passenger's route choice behavior constraint. Our model can treat passenger travel behavior of detailed zone in the second layer. The empirical application of our model to Japan's multiple airports region provides some implications about airport capacity management measure.
