Two global environmental issues have emerged for which aviation may have potentially important consequences: climate change and stratospheric ozone depletion. To limit or reduce the effects of emissions from aviation on local air quality (LAQ), which pertains to the effects created by aircraft emissions during the landing and take-off (LTO) cycle, is one of the International Civil Aviation Organization (ICAO) environmental goals. Thus, ICAO Council has adopted policy and guidance materials related to the use of emission-related charges to address the impact of aircraft engine emissions at or around airports. In order to improve the air quality in the vicinity of the Taiwan Taoyuan International (CKS) Airport, this study firstly reviews the ICAO standards for emission certification and then base on that, conducts the measurement of the current aircraft emission inventory of the CKS airport by using the popular fuel flow method. The comparisons among CKS airport and other major (international?) airports in other countries are also extended. Furthermore, the effects using diverse emission-related charges following ICAO's guidance are elaborated for the reference of the authority of the CKS airport.
