HOW TO ENHANCE THE QUALITY OF AIRPORT BENCHMARKING? A PROPOSED MODEL FOR INFORMATION SHARING

Since 2001, the ATRS publishes its Airport Benchmarking Report with the aim of providing a comprehensive performance comparison of worldwide airports. Other organisations/associations also call for similar benchmarking for various reasons and possibly with different objectives, ranging from network planning to dissemination of best practices through comparative analyses. Although the established performance indicators can be internally agreed, they are rarely standardised, and their quality can be seriously damaged because of questionable and out-of-control timeliness and quality of the information at the source. In order to mitigate those disadvantages, the European Organisation for the Safety of Air Navigation (EUROCONTROL) initiated, together with the European AIS and Airport Communities, the co-operative development of a paper-less mechanism for airport information sharing. This paper presents the current status of the XML-based Airport Network information eXchange Model (ANXM), as well as the entities, attributes and relationships gathered in this model, and that are relevant for the ATRS airport benchmark. A case study further illustrates the direct benefits of the ANXM through the development of web-service applications for the Italian National Airport Network. This paper puts forward the added value of ANXM in terms of collaborative decision-making, information timeliness and quality enhancement.
