Past industrial and waste disposal practices have resulted in large swathes of land being affected by contamination. Recent policy and legislation has sought to prevent current and future practices for adding to the contamination inventory. However the legacy of past contamination still needs to be managed. Since the mid-1990s a global consensus that the worst consequences of chemical contamination must be reversed rather than the highest contamination levels needing to be removed. Risk based contaminated land management (RBLM) considers the severity of the consequences contamination poses to human health, ecosystems, water, property. Multi-functionality on the other hand looks to remove high contaminant concentrations irrespective of whether or not they are likely to have any significant adverse impacts. A risk based approach to managing historic contamination of land has been the de facto norm in the UK since the late 1960s and specifically since 1979. More recently it has become widely adopted in other European countries and the rest of the world. At the core of RBLM is the pollutant linkage: the spatiotemporal relationship between contaminant source, pathway of migration and receptor. The legal context often determines the contaminant and receptor terms. Remediation in a RBLM context therefore involves breaking the pollutant linkage of source-pathway-receptor.
