When there is a need of emergency evacuation once large-scale emergency happens, the operation of road network will become more complicated than usual as traffic flow increases. Considering the complexity of city traffic road network, we'll find the greatest degree of decentralization of people or vehicles is not feasible. In order to increase the evacuation capacity of road network, reduce evacuation time and simplify the process of evacuation, in view of the economy characteristic of Hub & Spoke network, this paper introduces Hub & Spoke theory to city emergency evacuation issue, establishes Hub & Spoke emergency traffic model based on road network by emergency hub point location and has a discussion on model algorithm.
