The purpose of this paper is to present a methodology to identify and rank vulnerabilities of single elements in an infrastructure system. The methodology is based on the use of Multi-Attribute Utility Theory as well as a graph theory-based network analysis algorithm. This methodology extends current approaches by taking into consideration the capacity of the infrastructure's elements and their mean time to repair. For validation purpose, the methodology is applied to a real system (the water-supply network of a medium-size city) under the guidance of its Decision Makers to generate risk management recommendations. Actual results have been evaluated by the Decision Makers and found to be consistent with expert views.
