ENVIRONMENTAL MANAGEMENT SYSTEMS FOR MUNICIPAL SOLID WASTE LANDFILLS

The Texas Commission on Environmental Quality (TCEQ) is proposing a rule that will allow a municipal solid waste landfill to be exempt from having a site operating plan if the facility has an environmental management system (EMS) approved by the executive director. The TCEQ is one of eleven U.S. EPA designated EMS Local Resource Centers which provides assistance and training on the development of a performance-based EMS to public entities. In addition, the TCEQ is developing specific guidance to encourage the adoption of environmental management systems at municipal solid waste landfills across the State of Texas.
