The City of Austin Water Utility, starting on the path to compliance with the proposed United States Environmental Protection Agency's Capacity, Management, Operations and Maintenance (CMOM) program and to eliminate Sanitary Sewer Overflows to the greatest extent possible, developed an Enhanced Maintenance Program. The program addresses basins that were not scheduled for a Sewer System Evaluation Survey (SSES), based on the Infiltration/Inflow Analysis studies, through the Austin Clean Water Program. The SSES basins encompass approximately 40%, or 1,062 miles, of the 2,656 miles of sanitary sewers in the Water Utility Service Area. This Enhanced Maintenance Program is targeted at addressing the remaining 60%, or 1,594 miles, of sewers. To supplement existing staff capabilities to identify and rehabilitate sources that could potentially result in dry weather Sanitary Sewer Overflows the Water Utility needed to identify services that could be out-sourced. The service contracts to supplement existing staff programs included sewer cleaning and closed circuit television inspection to perform a system condition assessment. Water Utility staff is performing the manhole inspections to identify additional rehabilitation needs. Service contracts were developed and firms selected to perform cured-in-place pipe lining. Through the service contracts the Water Utility has cleaned and televised 35 miles of sanitary sewer and installed 8.4 miles of cured-inplace pipe liner. Through the Enhanced Maintenance Program the Utility's monthly moving average report on reportable sanitary sewer overflows has documented an approximate 32% reduction. This paper describes the procedures and staff efforts required to manage service contracts for cleaning, CCTV, cured-in-place pipe lining, small repairs, manhole rehabilitation and root removal and hopes to stimulate a discussion with other Collection System and service firm manager's.
