The Harnessing and Developing of the Yellow River Lower Reaches with a Scientific and Systematic Development View

It was put forward in the Third Plenary Session of the Sixteenth Central Committee of the Party to insist on putting people first and setting up an overall coordinating and sustainable scientific development view. Both the Ministry of Water Resources and The Yellow River Conservancy Commission put forward a new ideal and train of thought of harnessing the Yellow River based on the situation of social and economic development In this paper, the current situation of harnessing and developing the lower reaches of the Yellow River is analyzed briefly . In accordance with the demands of the scientific development view and systematic view, the initial thought and methods on the concrete problems were raised, including harnessing "suspended river Class Ⅱ", harnessing the river mouth, the management of storing flood and detention basins, harnessing and developing of beaches.
