Air Pollution Control Plan for Motorcycle Emissions in the Southern Taiwan Air Basin

The southem Taiwan air basin has been classified as a non-attainment region of ozone and particulate matter since 1990's. Both stationary and mobile sources contributed the emissions dominantly. There were approximate 2.4 millions motorcycles, nine hundred thousands gasoline vehicles, and 34 thousands diesel trucks in the air basin, which contributed approximate 22% of non-methane hydrocarbon (NMHC), 21% of nitric oxides (NO_x), and 73% of carbon oxide (CO) emissions. The government has conducting a control plan for the abatement of air pollutant emissions both from stationary and mobile sources in late 1990's. This paper discuss the control measures for motorcycles. There are four control measures for motorcycle emission abatement in the phase I program. Annual smoke check program is an effective control measure for in-use motorcycle emission reduction. Random roadside inspection measure also contributes significant emission abatement. However, two incentive measures show a rare abatement potentials. The equivalent emission abatement of CO, HC, and PM from these four measures are approximate 3600 tons per year for phase I program. The control plan shows a significant progress to reduce the air pollution emissions from in-use motorcycles in the air basin.
