The use of tire-derived fuel (TDF) in a cement kiln as an alternative fuel promotes the United States Environmental Protection Agency (EPA) goals of resource recovery by conserving energy through the beneficial use of materials that have the potential to become part of society's waste management problem. EPA states that "it supports the highest and best practical use of scrap tires in accordance with the waste management hierarchy, in order of preference: reduce, reuse, recycle, waste-to-energy, and disposal in an appropriate facility. Based on over 15 years of experience with more than 80 individual facilities, EPA recognizes that the use of tire-derived fuels is a viable alternative to the use of fossil fuels. The Agency supports the responsible use of tires in portland cement kilns and other industrial facilities." EPA has also presented data in another report, "Alternate Control Techniques Document-NO_x Emissions from Cement Manufacturing", that demonstrates the firing of TDF in a kiln system significantly reduces NO_x emissions.
