Driven by UK Government's commitment to space growth described in its National Space Policy [1], the UK intends to be ready to license its domestic commercial launches from the early 2020's to capture forecast demand. The advent of the Space Industry Act 2018 [2] means the UK Government's regulatory powers over domestic spaceflight activity have increased significantly. The UK Government is developing a new regulatory and licensing framework to support commercial spaceflight operators. There have been many challenges in the development of the framework for the UK. This paper describes some of these challenges, how the UK is rising to them and the architectural and engineering techniques being used to create regulations that are proportionate, consistent, structured, responsive, transparent and enabling.
