ALLOWABLE SHIP/SHORE VOLUME MEASUREMENT VARIANCES FOR MARINE TANKERS

“Cannot Be Held Accountable For What Cannot Be Measured”. There is a need to have precise measuring instruments and proper procedures to obtain accurate flow measurements. This is especially necessary when dealing with custody transfer flow measurements. The constant ship / shore volume measurement variances for marine tankers and the potential costly claims, between suppliers and consumers, resulting in improper and non compliance with accepted standards are considered in this paper. The paper also highlights the operational accepted and approved procedures to minimize and/or eliminate contractual disputes between contractual parties dealing in crude cargo export, transit and delivery. Through finer precision and higher accuracy, better accountability can be achieved with tremendous cost savings.
