Natural Gas Gathering Line Safety Regulation: After 30 Years - Where Are We?

On November 5, 2003, the Office of Pipeline Safety (OPS) renewed a longstanding effort to define natural gas gathering for purposes of enforcing natural gas pipeline safety regulations. Specifically, it asked for comments on the appropriate definition for "gas gathering," including its necessary endpoints (both upstream and downstream); and on the appropriate regulatory scope for rural gathering lines.
