The risk of terrorist attacks with biological weapoas poses new challenges for governmental agencies that have the responsibility to respond to these threats. For bio-terrorist attacks have multiple dimensions. The release of a biological agent beside affecting troops may also create a public heath emergency. Thus public health, law enforcement and national security agencies all need to re-orient their priorities and prepare and equip themselves for dealing with such a situation. At the same time this being a criminal act perpetrators need to be apprehended.
