U.S. Environmental Protection Agency guidance for Resource Conservation and Recovery Act (RCRA) hazardous waste trial burn tests and health risk assessments allows for the use of chemical emission rate data from a similar source in lieu of actual trial burn test data for a source under evaluation before sourcespecific data are available. The extrapolation procedure discussed in this paper is an effective way to address this need. This procedure (first presented at the 2002 International Conference on Incineration and Thermal Treatment Technology) evaluated trial burn information from three facilities with similar combustion units, similar air pollution control systems, and similar waste feed. Feed rate scaling (the ratio of permitted feed rates from one unit to another) and flow rate scaling (the ratio of measured to projected stack gas flow rates from one unit to another) extrapolations were used to estimate stack gas emission rates for combustion units evaluated in the health risk assessment at the Tooele Chemical Agent Disposal Facility (TOCDF) in Tooele County, Utah. The TOCDF was designed to destroy stockpiles of GB, VX, and sulfur mustard munitions in three separate campaigns.
