The operation of UAVs today requires almost constant human supervision. Several people are typically required to control a single vehicle. A greater degree of autonomous control is generally held as the answer to this problem. A lot of deserved attention is being given to taking a behavioral approach to automation today. Sir Turing himself advocated a behavioral approach to understanding, mimicking and testing for intelligence in systems [1]. If we want a vehicle such as an unmanned aerial vehicle (UAV) to "act" like a pilot in the loop, then we need to fundamentally consider and adequately represent appropriate "pilot" behavior within the framework of military operational behavior, which specifically implies a disciplined structure of command behaviors combined with control behaviors - a complex system of behaviors.
