The Role of Probabilistic Safety Analysis in Radioactive Waste Management - A UK Regulatory View

The decommissioning of shut down nuclear facilities and the clean up of legacy waste poses major problems in the UK as well as in other countries. The need to take decisions on the most appropriate way to carry out these activities safely so that a progressive and systematic reduction in hazard is achieved in a timely manner is a major challenge. It is unlikely that any one approach to assessing the various options will be sufficient. Overall the logical structured approach of PSA has much to offer in the area of radioactive waste management and decommissioning. However it will need to be used in somewhat different ways than has been the norm for operating facilities and there is a need to develop approaches in some areas. This paper has explored some of these aspects and offered some tentative suggestions for ways forward.
