Incorporation of human and organizational factors into qualitative and quantitative risk analyses

摘要

This paper addresses current issues concerning the incorporation of human and organizational factors into the risk analysis and safety management of complex hazardous plants. There is widening awareness that operating complex systems equipped with engineering safety features and redundant control / protection systems consisting of electric, electronic and programmable electronic systems, can make the safety to be more depend on human and organizational factors. The safety of hazardous systems is considered in social, organizational and human contexts.
