The SKI PSA Review Handbook

The development of the review handbook is expected to have a number of important consequences. The review handbook is expected to create a more integrated approach to PSA activities, by placing the performance of PSA and PSA applications as well as the organisation of PSA activities in a common context, making it easier for the SKI to plan and prioritise its inspection activities. Originally, PSA reviews performed by the SKI were based partly on informal criteria (previous reviews, PSA expertise of review participants) and partly on international PSA guidelines, e.g., from the IAEA. This has been a workable approach, but it has proved to be difficult to achieve consistency in the review activities. This is one of the reasons why the need for a review handbook has been identified, including both a structured documentation of SKI review experiences to date and presenting procedures for performing and documenting PSA reviews and inspections. In previous decades, SKI has taken a major responsibility in the development of tools for PSA activities (computer codes, data bases, analysis methods). According to current regulations, the responsibility for these activities now lies mainly with the utilities. The review handbook is also expected to clarify the division of responsibilities between the SKI and the utilities.
