摘要

In this paper, expert system (ES), artificial neural network (ANN), simulation technique and geographic information system (GIS) technique are combined for the first time in support of decision-making of city flood control and disaster reduction. By integrating GIS with expert system, the overall framework of a decision support system (DSS) for city intelligent flood control and disaster reduction (CIFCDR) is proposed. Both the function and the structure of the system as well as that of its subsystems are then described. Furthermore, taking flood disaster in Tianjin city as an example, a corresponding software system was developed. The establishment of the system has the potential to provide information-supporting intuitively and visually for making flood-control and disaster reducing decisions of Tianjin city, and the efficiency and efficacy of FCDR decision-making can thus be considerably enhanced.
